Germany’s “Overall Concept for Military Defense” (Gesamtkonzeption der militärischen Verteidigung) outlines a major strategic shift, emphasizing readiness for large-scale conflict and long-term deterrence in response to a more dangerous European security environment.

The framework links strategy, capabilities, and force planning into a unified approach, prioritizing deterrence, protection against hybrid threats, and support for NATO operations. It moves the Bundeswehr toward a capability-driven model that integrates personnel, technology, and logistics across multiple domains.

The concept also sets a long-term transformation path, including higher readiness levels, expanded forces and reserves, and increased technological capability—positioning Germany to become a leading conventional military power in Europe by the late 2030s.
