It would seem obvious that recipients of federal tax dollars should at least be able to provide receipts for their spending. But that hasn’t been the case until, in the wake of the Minnesota daycare revelations, Deputy Secretary of Health and Human Services Jim O’Neill and his team have demanded that states provide proof of what tax dollars are being used for.
