Self-Dealing: “A situation where one takes an action in an official capacity which involves dealing with oneself in a private capacity and which confers a benefit on oneself.”

Mr. Trump is alluding to a dispensation from ObamaCare for Members of Congress and their staff, and the back story is a tutorial in Washington self-dealing.
